Street ball games

Top of hill Richmond Avenue east side. Ball games constantly being played by youths, at times as late as 9pm. The noise must be upsetting more than just me. Isn't there a bye-law against street football on estates?

No bye-laws exist so nothing will be done unless specific damage is caused, then the police should be contacted. Apparently the nuisance factor is not important to the council so residents will have to tolerate the noise and minor damage to fences etc.

The highways act states "assert and protect the rights of the public to the use and enjoyment of any highway for which they are the highway authority" So I would assume this could be used to move on groups of youths playing football.
