Manhole cover open

Sent to Essex County Council and Basildon Borough Council 3 minutes later

This manhole cover has been open for weeks and there appears to be toilet paper oozing from around the rim. The cover is lying nearby.

This manhole cover has again been vandalized after being fixed.Why is it not permanently fixed into position and locked down?

It was again vandlized within a week

This manhole cover is over flowing and is open again.It needs to be securely secured not just re-sealed
