Abandoned vehicle

There is a blue car reg P344 JVW that has been parked in the car port at the back of my flats, it has been there for many months and I dont think it can be taxed as noone has been near it for probably a year. The address is the rear of Tiptree Court Brentwood Essex CM13 1GB in the car park, under tothe car port.
