Large puddle at pedestrian crossing

A large puddle forms across the whole width of the drop kerb at the pedestrian crossing making it almost impossible to cross without getting wet feet, especially children on the way to/from school. Problem has been logged with the highways agency months ago (July 08). Workmen "painted" grey stuff on the road at the dropped kerb and the added thickness prevents the water draining into the grating to the east of the crossing.
