Excessive litter in the road and paths

The street (cressing road) needs cleaning from the hay lane south turning to leywood close. There is always so much litter going down the road and dumped on the road. The houses have so much litter in there front garden as there is constant litter down there blowing into them. There has always been litter but the last few weeks it has been getting excessive.
