Abandoned car / car parking / emergency access

Since the council has put in double yellow lines up bretch hill the car parking situation has become ridiculous . there are cars parked all over the grass and paths . there are just not enough spaces which is not helped by a abandoned car , a black ford probe which is not taxed and has not moved for well over six months. the parking and access is now so bad that you have to wonder how the fire service would ever reach the houses in chepstow gardens in an emergency.

Updates
Vehicle is nor reported as lost / stolen it is declared as SORN (off the road) with the DVLA - vehicle is also no showing a policy of insurance.
Is the vehicle on the highway or some other place?
the car is parked in the public car park at the bottom of the street. its is not off road . the car has been there that long it has weeds growing around it
Did you contact your local police? If so what was there response?
As the vehicle keeper has made a false declaration to the DVLA with regard to its SORN status.
car has been reported to dvla .. police ? if they dont wanna know about burglaries do you think a rusty old motor left there for ages is gonna move them .. no..
i have also reported the car to the dvla and the local council and still nothing has been done . im in agreement with the post above so i havent reported the matter to the police either and this one car is only going to free up one space and not cure the problem . the street needs at least 7 or 8 more spaces in the bottom car park and also more spaces in the top car park of chepstow gardens. failing that if the yellow lines on bretch hill were removed on one side then the residents of bretch would not need to also use these car parks
