Extreme dog fouling

This is possibly the worst street i know for dog fouling. Dog owners allow their dogs to foul on both the grass verge & the path. Meaning that often you have to walk in the road, especially if you have a pushchair. It is shocking & all there is 2 stickers on the lamp posts. Weeing is not the problem & obviously dogs don;t foul beside the posts so the signs are ignored. Can something not be done?
