Although there are a number of police notices on this car, it still has not been removed in over 2 months.

After speaking to the council directly, I have been told that there are no powers available to remove an illegally-parked vehicle unless its tax has lapsed.
This car was originally taxed, when the problem was reported, meaning the council was not able to address the issue. In the meantime, the tax has lapsed, and I coincidentally contacted the department responsible, and this time they were able to cooperate. They then dealt with it within a couple of days, which was impressive.
