Abuse of weekly collections regulations

The single occupant of No.85 St.Martin's Way, Thetford has on consistent Monday mornings (when collections are done here) overfilled both their trashcan and recycle can up on average of 1-3 black bags over the top, making it impossible to close the lid. Collections are only done if the lip is closed, according to Breckland Council regulations. Why aren't they acting against so much waste and imposing fines? What sort of message are they sending out to lazy people, including this resident for example.
