Dogs barking

Two dogs at 43 tower st boston are locked in a garage when the owner is out.they bark and howl for owner attention and at any loud noise continously until the owner returns and lets them in the house.I have never seen the dogs and they are locked up for most of the day and some nights, close neighbours have to keep their windows and doors closed and cannot sit outside because of the constant barking and are woken up early morning and late at night.
