Exrement on Pavement daily

Having recently started parking in St Peters Rd Whitstable, I have noticed that most mornings there is fresh and old excrement on the pavement which is next to the side of St Peters Church. This is a regular school run and kids and pushchairs regularly use this pavement and it is clear it is being trodden in. To my astonishment, I have noticed that prior to 9am a homeowner opposite lets a dog out on its own to roam the road and 'do its business'. It then goes back, barks outside the door and gets let back in. Is this an offence ? Can a patrol officer take a look ?
