Neighbour's car

My neighbour in No. 16 has parked his car on the pavement just inches from our front gate for the past year. The car overlaps our frontage but he claims he is entitled to park there. We have our house up for sale and this behaviour is spoiling our chances of a successful viewing. My husband is disabled and wants to perchase a mobility scooter but could not use it as he wouldn't be able to get it through the gate.

Updates
The problem was not solved by the council who seem not to care about cars parking on the pavement. A council employee phoned but told me he couldn't do anything about it. Eventually a policewoman came and told the neighbour to move his car or it would be towed away. He has moved it over a few inches.
