Cars parking on pavement

A White Ford Mondeo and other cars, Keep parking on this part of the pavement, whilst the owner of the car, has a drive way big enough for the car. By parking right outside my house, When I return home from work, Its very hard to back into my drive way. I drive up onto the pavement and back into my drive. With these cars parking here, I then have to swing out into the road, into traffic in order to back in. If I drove in, there isnt enough space to turn my car around, nor would it be safe to revsere out of the drive way, onto a main road. Which is illegal... just like parking on the pavement.
