Dog Fouling and nuisance dogs

Sent to Mid Bedfordshire District Council and Bedfordshire County Council less than a minute later
Dog fouling in the alleyway is a source of constant problem. I also now have 6 dogs living in my immediate vacinity and six dogs just beyond compounded by visiting dogs to the school and using the public footpath directly adjacent to the front of my house, most of the dogs creating a public nuisance by barking at various times throughout the day (particularly in summer months). The worse offending dog being my neighbors. A letter perhaps reminding these residents that it is an offense to allow a dog to bark and for them to acknowledge that this is happening and could cause a nuisance to other neighbors such as it is now. When I approach them they seem to be in denial. Thanks.
