Neighbours dog fouling the back street constantly.

Constant dog fouling on the back street. Each time I empty a bin or go outside the back gate we are constantly treading in dog poo. We clear it up, bleach the area and it's there again,from a neighbours dog but can never seem to actually catch the dog. It turns my stomach constantly and I am fed up of cleaning it away, along with my neighbour. it is all over the back street, we cannot walk up the back street without walking through it, we have seen it contsnatly in the 6 months since we moved here.
