Rubbish being dumped

On a number of occasions numerous bags of rubbish have been dunped on my late Nan's property, which have subsequently split open and attracted vermin. The council has cleared the rubbish each time, but the cause of the problem has not been dealt with - the perpetrator of the flytipping.
