Untaxed Vehicle/pallets on grass verge

The man at No.42 has a stack of pallets 10ft high on grass verge as he is running a pallet business from home, his vehcile r386eug is also untaxed and unroadworthy, both these have been reported before but nothing happens.Why is no one interested children could be hurt by the debris left on the grass and im sure the vehicle is unroadworthy, ive checked with dvla and its definitely not been taxed since sept 08.

Is this vehicle on a road that is maintained at the publics expense?

The vehicle is not recorded as stolen and does have a valid policy of insurance in force.

Yes it is parked in front of his house on the public road, i have checked with dvla and it has no tax and i would think no Mot, why are the police, who have seen the vehicle not interested and have not issued a fixed penalty?
