This car has been left on the public highway since before Christmas. It isn't taxed/roadworthy and it taking up valuable parking space which in turn causes other cars to be parked on the pavement making it difficult to get passed.

It is still in the same location. It is parked in a public parking bay.
As this vehicle is not parked on a public highway there are no criminal offences being committed it is up to the owner of the car park to arrange removal after notice has been served on the keeper / vehicle.
Sorry, I disagree. It is not in a private car park it is parked on the main residential street.
You said it is taking up a parking space.
This would mean it is not on a highway as per the Road Traffic Act.
Therefor the responsibility and power for removal of the vehicle would be with the landowner.
I have just checked again the vehicle is not recorded as stolen on the Police National Computer (PNC)
