Rubbish left after collection all over pavement

The block of houses that starts at 39 St Thomas Hill and runs down the hill to the hotel front onto the pavement. It is currently littered with household waste (bags, cardboard) and other refuse. It's a mess, and apart from the fact it's unsightly, it has to be stepped around carefully to avoid tripping.

It seems to be an ongoing problem - the houses have their bins on the street and don't have alternative garbage storage, then others flytip there and it gets out of hand. It would take ten minutes to resolve as part of the usual Serco collection.

When this location was visited no loose rubbish was out. However we will keep an eye on the situation.
