Dog mess on my front garden

The dog at number 14 hollywell avenue is left on the front & roams the street & is always on my front garden every day doing its dog fouling on my garden, last week my partner cleaned up about 25 lots of dog mess & i don't think this is acceptable.We have a dog of our own who is only ever allowed on the back garden & we clean the dog mess up straight away & use proper dog bags to dispose of it.Also the dog at number 14 is never on a lead even if its taken up the street by its owners.I hope you could help to sort this out for me i would be very greatful.Thanks Kind Regards.
