Obstruction to public footpath

Problem is at the doorways to flats 68A and 68B Caledonian Road which are accessed on Northdown Street next to the King Charles Public House. The entrances have recently been refurbished to include a deep doorstep on the pavement with decorative plant pots defining each end. The pot at the right-hand side is an obstruction to the public footpath, allowing only a narrow path to pass. Is this new feature on the public footpath within the property boundary of 68A/68B Caledonian Road? The plant pots are cemented to the ground so cannot be moved.
