Faulty street lamp

We are the managing agent for Ashbridge Court off Leach Green Lane. The road is currently unadopted but the residents have reported a faulty lamp.Does this mean that street lighting is not the responsibilty of the local authority? If this is the case does the council have any recommended contractors who could take care of this work that we could contact directly. The exact location of the faulty lamp can be identified by the owner of No 3.
