Blocking pavement, and dropped kerb

The house on the cornerof Ling road (will try to find number from family) keeps parking across the pavement - front wheels facing house back wheels facing road blocking pavement, and dropped kerb. The driveway they are blocking is allways empty so why do they not park on that? They have been asked many times too move and get very abusive. I do not live in the area but have family who do they are too Scared too do anything
