Inadequate drainage

Whenever it rains heavily the drain on the High Street just above The Bull (pub) overflows, and this results in a stream of water running down the street to the next drain.

Updates
Despite the considerable delay, it appears to me that nothing has been done. After the recent rain the top drain is, once again, full to the brim with water.
The problem only occurs when it rains, and I am not always there when it rains, but I was today. The problem has still not been fixed.
