Sent to Lancashire County Council and Lancaster City Council 4 minutes later

The house is abandoned (probably privately owned). The house is full of cats, the roof is leaking and will result in damaging the houses on either side, the windows are rotten through at the rear of the house and will no doubt fall out (the glass has slipped in the upstairs window) and neighbours use the back yard to fly tip. I don't know if this problem is appropriate for this site or whether to contact the council - please advise me if I should do so. Thanks.
