Huge pile of ivy obstructing sidewalk

Outside the back gate of No. 4 or 5 St. Martin's Way, is a huge pile of cut ivy from the owner's bush at the back of their garden. It was cut at least by early October 2008, but the owner has refused to remove it, despite the large pile making it impossible to walk along that part of the sidewalk. Please would the relevant authority contact the resident to take responsibility for their mess. Thank you.
