Constantly anti social/noisy neighbours

Dog barking all times of the day and night. Small/very young children shouting and swearing at parent, who is also shouting and swearing very loudly. Various times of the day and night..regularily after midnight onwards.. Has continued for over 5 years.. Early instances all neighbours received apology... tolerance given, now nothing but complete disregard from mid 2008 escalated to almost everyday.
