Cars parking on the Pavement and blocking pedestrian

Extemely difficult to get a past a honda 4 wheel drive vehicle that consistantly parks on the pavement (58 plate with www.southallhonda.co.uk written on the bumper). I cannot get past with my pushchair and my friend cannot pass in his wheel chair. We have to use the road to get past the vehicle.
Traffic parking is becoming very big problem in Hawkslade with LOTS of illegal parking happening. Parking opposite junctions please see http://www.direct.gov.uk/en/TravelAndTransport/Highwaycode/DG_069860 rule 243
