Rubbish dumped in sacks open to rats

The rubbish from the nearby flats is dumped as sacks simply on the road marked, right in front of our gate. Althouhg we have supplied 2 of our own wheelie bins to help contain this rubbish and keep vermin like rats and foxes away, the rubbish is constantly strewn across teh way, with no one from teh flats seemingly caring (why should they: they apparently dont even need to recycle like house owners do!). Why does the council not (a) construct a closed area where this rubbish can be cokllected and (b) provide enough recycling bins for the flats they are to serve?
