Parking on double yellow lines

A red Escort Estate car keeps constantly parking on the double yellow lines outside Denlita on South Place & blocking parking in front of them & also obstucting the follow of traffic down the one way street. The car used to get ticketed but now this has stopped as it seems to have no effect. There are also wooden pallets dumpped outside the shop causing an health & safety issue. Please can you help us in this situation?
