Illegal parking

On Rochdale Road leading out from Bury, there is a car parts shop and bakery where countless cars, especially taxis, park entirely on the pavement and commence repairing their cars after buying parts from the shop. Mums with prams struggle to get by and the pavements are oil stained and are uneven and sinking due to the weight on them. This goes on all day seven days per week. The police pass regularly on their way to the motorway and traffic wardens could fill their boots. Can you extend the railings so that no-one could mount the kerb?
