Youths/hoodies causing problems

The bottom of Twinsted is currently opened up to access the Broadwalk. There are a number of "hoodies" who hang around. They will then venture on to the nearby building site where they cause chaos. Cars are scracthed. Glass bottles thrown at houses. Outside lights stolen, fences smashed in etc
