Blocked drains / sewer

The main sewer / drains outside our house have been blocked for months now and the smell is overpowering. The council came and dug the road up months ago to 'fix' the problem but if anything it is now worse. Quite often we are unable to leave the windows open due to the putrid smell. Can anyone help?
