Cars on pavements - white stick

If you are blind and use a white stick, cars parked on and blocking pavements are a real issue. Blind people using a white stick need to be able to find the curb to navigate. My daughter (10) is just learning to use her stick, anf finding a car on the pavement makes this impossible. If a car is damaged by a white stick user scratching the car that is blocking the pavement, will the council accept it's liability and pay for the damage? I think parking on pavements may also be illegal, so why is nothing done about it in Moreton-in-Marsh? When did a warden last visit the town?

The Council say they provide a very small number of parking wardens for the area. Their spokeperson declared that the wardens would not be doing anything about vehicles parked illegally on pavements. They said it was a police problem. I can't see the police doing anything, as they really have better things to do than do the Council's job for them.
