Dog fouling

Constant dog fouling on the pave ments outside our house, there are small children around including my own, I dont beleive this is just one dog and its owner, it seems all the dog owners let theie dogs foul at will.I cannot physically clean this mess up and dont see why I should be expected to. start licening these animals again, in order to pay for cleaning up the mess they leave.
