Obstructive bus stop on a main busy road

There is a bus stop for First Chester council buses when they change their drivers and it is on a busy part of liverpool road as vehicles have to change lanes causing much more congestion. Near to the bus stop is an opening of where the bus depo is situated. Is there not a possibility for the bus to park off the road on the bus depo opening instead of creating a bus stop in the path of heavy traffic towards the fountain round about. There has been a brand new bus stop placed there about a year ago and it has made things much more worse as buses now feel they can sit there for longer than they used to

I believe that the flag marking the site of the bus stop is located incorrectly. I believe that it should be positioned approximately 100 metres south of the present position. It should also be positioned due west of the north western most corner of the building marked Sch on the map.
