Overfilled trashcans - too little recycling

It has been an on-going concern in this neighborhood that many people tend to not bother recycling much, and instead overfill their trashcans by 1-3 bags each fortnightly collection.

Can we please encourage better recycling efforts by penalizing residents across the region who habitually overfill their trashcans?
