Emptying rubbish bin

The bin at this location is consistently left full even when others in the park have been emptied. It's usually stuffed to the brim with dog poo bags (congratulations dog walkers for doing a good job!) so particularly unsightly and unhygienic. Could the bin-emptier be reminded of this one please?

Also - on an environmental note - is it strictly necessary for him to drive to the bins? It's not such a big park...
