Bags of dog poo

Some one is picking up their dog poo and putting it in orange bags than putting it in the waste bin instead of the dog poo bin on the field. I suspect that someone who dislikes this - is taking the ornge bags out of the bin and throwing them in the road-to make a point. very nasty very childish - but would be stopped if the person, who clears up after their dog put the poo in the correct bin
