Noisy Residents

Residents at house number 20 of Stevens Road are very noisy at all times of the day, more so, in the very early hours of the morning - washing cars, talking loudly as if they are fighting, etc. Please tell them to stop all these noisy talks/shouts/noises. This area was very quiet all the times until these people moved in recently. Furthermore, the owner has tenants in the house and various people come and go at various times of the day causing more noises [banging on doors and windows, and even throwing stones at windows when there are no response from the door], apart from the above mentioned noises - caused by the owner herself. Thank you.
