Litter and silt build up on street

I regularly have to clear the road side outside our house as there is such a build up of silt and rubbish that rainwater cannot drain away properly. In the three years I have lived here I have contacted the council in writing with my concerns and have seen no sign of a complete street clean although this has been promised on a yearly basis as a minimum.
