Graffiti on Viaduct

Todmorden has been blighted with Graffiti on the Viaduct in the middle of town for a number of years.

I'm aware that the viaduct is technically railway property and not the council's but is there anyway the removal of the graffiti can be expedited by the council?

Problem is not in the council's control, it's the railways.
