The local autority have refused to get involved in this issue. It is apparently covered by Police, PCSO, not intrested until there is and incident

That's exactly it, isn't it. Nobody is responsible until something happens, and then it's too late and we all start serching for a witch! Come on Eastleigh Council - move! This town is becoming too crowded and we need some support!!!
