Traffic in elm park rd

We live on the section of epr between epgarden and the vale which is a short cut for the fulham rd traffic .this section of the street is not one way while both ends of the street are and we do suffer from heavy traffic in both directions which makes the street super congested as the street is too narrow for 2 cars to pass..hence the parked cars are regularly damaged.how can we do to get the street one way..as elm park gdns which runs parallel could be one way the other way....a number of people in our street agree...thanks for letting us know
