Encroachment on roadway by house owners

Where the road narrows home owners have placed large white stones/railway sleepers/built-out rockeries on the edge of the road or on to the roadway itself such that two vehicles cannot pass side-by-side. I am sure there is a local by-law which demands that a foot gap be left between the roadway and a property's marked boundary to allow pedestrians a safety route. I have witnessed several near misses involving cars at this point due to the unexpected 'encroachments' on to the roadway.
