Overgrown hedges obscuring light

I live back to back to 66 cornelly street llandaff north. my property is a ground floor flat, the overgrown hedges and trees which now stand at over 20 feet are obscurring all the light to my kitchen and bedroom,also, japanese knotweed has now invaded my garden from the property. the property is a 3 bed ex-council house,i have informed the letting agents 2 months ago, seel & co, but to date, no action has been taken. the property is empty and has been for months and the garden is extremely overgrown. this is a serious problem and needs to be addressed.
