Wind Damaged Fencing Still Not Replaced/Repaired

O/side 89 Easter Drive, Portlethen, ABERDEENSHIRE. A fence became wind damaged and blew over onto the foopath at this location in November 2007. It was promptly removed from the footpath the same day following a phone call. It has never been replaced or repaired since. Please investigate and advise.
