I have reported twice to the Scarborough Council about flytipping on the roof out back of our flat to which they seemed not as interested as the other issue of our lack of bins out back. We have been instructed by our company owning the flat to use the Pavilion House bins, but the Council have informed us this is incorrect. What do we do!? I cannot open the windows for ventilation as an onslaught of flies comes in as a result of the rubbish.
