Uneven pavements in Todmorden

I suffer from Primary Progressive Multiple Sclerosis which means I cannot life my feet as I walk. All around the town centre high quality Yorkshire Stone paving slabs were replaced with lightweight 'false stone' slabs.
Overtime they have moved leaving 'lips' between slabs which my feet catch. The worst example is the pavement that runs from the town hall to the health centre. The uneven pavements are all round the town centre however. I am now using crutches to walk but having suffered two broken ribs when I was using walking sticks I am very worried that it will happen again! And if tripping because of the state of the pavements almost happens to me I am very concerned that an older person could seriously injure themselves!

All these weeks later, there is still no sign of anything being done to address this problem!!
To which end as many other pavements throughout the town are in a similar dilapidated state should I be taking legal advice to sue the council when I suffer a fall?
To illustrate how common raised paving stones are within the town should I attempt to get a bag of new 2p pieces and rest them against the raised paving stones?
The problem is this would be expensive in terms of time, and even at 50 two-pence pieces to the pound in money!!
But it would be far easier than suffering anymore broken ribs!!
I was informed at some point that it was 'too expensive to fix this problem. (I will have the letter/e-mail somewhere, but not sure where)
However, people are still tripping on these pavements, I wonder how much several law suits from those who have tripped would cost compared to actually fixing the problem?
I was basically told, "Tough, you'll just have to be more careful where you walk!! It would be too expensive to re-set the paving slabs.
Twenty two weeks later the problem still has not been fixed. It has apparently been 'picked up' by local councillors as a problem, by as yet nothing has been done!
Shortly before Christmas I was in Halifa, the borough town, where all the pavements in the town centre were like billiard tables compared to the roughness of those in Todmorden!
Are Calderdale Council waiting to be sued for incometance before acting??
