Back Alley Being Used as Rubbish Dump!

The back alley behind my house is disgusting, its getting so bad that i really struggle to get my wheely bin through to put it out for collection ( this is hard enough with out the obsticles as im disabled!) There are parts of furniture and sofa's which im sure will be making a great home for rats and general household rubbish thrown out as well, so a warm home and food its hardly surprising the are rats everywhere
